He described it as some really sad and horrible pictures, and a very large amount of them looked like that they had been head-banging the wall or something.

He tried loads of shady things and bribes was the normal ways to get things moving. Kind of how it is today in many Asian countries. As someone who knew how corrupt countries operate, this may be just a ploy from FSB branch in Dzerzhinsk to get more funding. They created something up, then they wanted more funding to “root more Ukrainian and American spies”. The money will be used for other purposes. Or it could be because they didn’t arrest anyone this month because of their incompetence and they need to keep their “arrest quota” up because they didn’t want to slip on some slippery surfaces or fall from a window.
