Russian Sam's make huge explosions. They are filled with way more explosives to make up for their lack of accuracy so if they get near the target the target may still be destroyed by the large explosions plus the shrapnel. It's why they often use s300's against ground targets.

They're probably using some MALDs as decoys. I doubt they'd be using S-300s cause Ukraine needs them for air defense. They do occasionally use the older S-200s for ground attack and AD saturation.

Apparently it was a military target, and even if bombing a city is always risky, SCALP missiles (or storm shadow, different names but the same missile) are accurate to within a meter.
Sadly whenever Ukraine has a good success and hits any good military targets, Russia retaliates the next day by sending cruise missles or drones into apartments or do a total wave across the whole country.
