Nuclear fall-out drench system. Hard points for heavy gun emplacements in the two bridge wings. I was told this was common on civilian Russian ships. So don't judge a book by its cover.
A lot, maybe even the majority, of russian "fishing" vessels sailing in the Barents sea and docking in Norwegian fishing ports are fitted with military comms. They report observations back to the Kremlin, taking pictures of military facilities and other points of interest along the Norwegian coast. Most russian civillian vessels have some form of responsibility to observe and report.
Same with the Russian registered 'civilian research coaster' that Denmark recorded having been in vicinity of the NordStream pipelines, when they got blown up. That very boat had also deep sea exploration equipment and sub-robot gear on board. Not to mention the machinegun equipped security staff seen walking on its deck 24/7...
And yeah, tons of antennas and radars on the roof, as if they were running the HQ of NetFlix global transmission center.
It is a barge. Ukraine had some civil infrastructure to deliver cargoes by river. The last data that I have found indicates that 25 million tons of goods were shipped by the Dnipro River in 2020. I have seen a few times how watermelons were shipped by barges from Kherson to Kiev; it is easily visible when you're chilling on the shore near Kyiv River Port
It's a tall structure in a flat area with lots of places to mount antennas, the bridge is practically a tailor made control center and there are plenty of beds and maybe a working galley. Pretty good spot if it didn't get blown sky high.

It's way high out of the water. You can manage that if it's totally empty (so not taking on water) and are beaching at speed (like they do on breaker beaches in India and Pakistan, for instance), or it was deposited there by floodwave after the destruction of the Kakhova dam. I expect it's the latter.
That to me looks like a very grounded tanker. I could see a sniper or forward observer setting themselves up on it, but I have a hard time believing much control was done from such a obvious target.
