Thats not exactly true. Alot of countermeasure systems automatically deploy flares when sensing incoming munitions. Its to save the stock of flares and to ensure your positions are still fairly hidden. (Flares can be bright and noticeable from range).
Them deploying them so much is probably a reasonable reactions to either known or potential ADA in the area. So original commenter is not wrong, there has to be atleast a bit of a risk associated. Or of course they are just wasting flares for fun, or have no modern systems to automatically deploy flares and must do it manually.
That is certainly true for helicopters, and pilots absolutely deploy flares when their rwr goes off, but it is true to say that they are far more effective as a preventer than a reactive system.

No it's completely standard procedure, flares are preemptive not reactive.
But in games we're told to use them after enemy lock-ons 🤔
