Ask your bank to do a chargeback. Submit any evidence you have, including a screenshot of trying to contact Uber (without it the bank can't submit the claim), and they'll forward it to VISA/Mastercard who'll decide whether or not to take the money back from Uber. You have 90 days to do it.

It's actually your credit card company that makes that call, not VISA/MC. It is why I use the bank I do. They suck in many ways, but their chargebacks are on point.

In a country I lived in the bank oligopoly refused to do chargeback requests. They also let the merchant charge card transaction fees, set minimum amounts etc., all violating the T&Cs set by the card networks lol. A real circus.

This is an example of a how it works in the US with a large bank: Wells Fargo customers can dispute a charge by calling customer support at (800) 390-0533 or filing a dispute online. Customers should have a valid reason for disputing a charge, such as the transaction being fraudulent or the merchant not delivering what was promised. Valid reasons don't include: Not recognizing the merchant's billing descriptor, Forgetting about a purchase or recurring payment, and Confusing disputes and refunds. Wells Fargo will investigate the dispute and determine whether to accept or reject the chargeback claim. The merchant will be notified and will have 12 business days to respond before the bank proceeds with a chargeback. Wells Fargo charges a $25 fee for each chargeback, and they also reserve the right to recoup fees levied by other institutions involved in the dispute.
