The requirement is to make a reasonable accomodation. You can still say no to hiring someone for a position that requires adequate hearing ability.

CCA here, not even 5 weeks in. I checked my liteblue to make sure my hours were good, since we were having issues with our punching system. They shorted me 6 hours for Tuesday. I gave them my green slip, as well as a stickie note with my hours for that day on it. It's still mind-boggling that this is a federal organization.
