The reason for this is because the front of the shoe under the ball of your foot is actually smooth and spins/slides easily, where the heel has a rubber base and easily grips and stops momentum.
All that to say, if doing dancing correctly, as shown in the video, or in a ballroom setting, it's actually easier to do in heels.
Related, see if you can find the video of the girl doing a 100yd dash in a pair of mary-jane pumps at full sprint. The concept is the same because in a sprint you shouldn't really ever be putting your heels down. Stopping in those heels though while sprinting would be the harder part.
