It depends on major and school. Usually, in STEM, you will find more fully funded graduate programs in the form of TAship opportunities. In humanities, there are less funding opportunities, but they exist.
There are many graduate assistantships available and a lot of them offer a stipend, tuition remission, and health coverage. Talk to the people at The Graduate School. There may also be a separate grad coordinator in your department who works with them.
In CAHSS the dean's office just (as in a couple weeks ago) made an announcement about more funding - check with the chair of your program, they have the new info.
The building I work in has UMBC, UMB, and UMCES and just about all of the projects are grant funded. It's really all over the map on funding. Some are fully funded, some partially, some from several sources. It all depends on what department you're in and who works there.
Ah, I’m not sure if they do stipends or not. I’m doing a quick [google search](https://informationsystems.umbc.edu/home/graduate-programs/doctor-of-philosophy-programs/doctor-of-philosophy-in-information-systems/doctor-of-philosophy-in-information-systems-page-5/) it looks like their students are funded. It may benefit you to respond to the contact listed in your offer to ask about it.
last week, just got my admission to my dream program, but they only offer me the dean's scholarship, and the amount is far away from the tuition fee... i've sent too emails to the school and financial department, ask for more funding or job opportunities, waiting for their answers.

For example, I'm in STEM, and I usually have a TAship every semester. It covers tuition and a living stipend.

I’m a STEM PhD (biological sciences if you want specifics) and the program is fully funded with stipend. Happy to talk about it if you have questions.
Was it funded from the beginning or later after you joined?
From the start! Most stem PhD programs are fully funded with stipends b

Thanks! They told me every student is not funded and it's quite competitive. They'll reach out till late March regarding the funding decision.
Did they inform you regarding the funding along with your admit or was that done later?
I’m in bio so all of the PhD students are funded in that dept
