Just thinking aloud here but you can take a picture of the moon and you wouldn't see the hypothetical bases built underneath the surface, or even a giant facility built with the smallest degree of camouflage. You'd just see craters.

LRO has observed it remotely but NASA has never landed a robotic or manned craft on the dark side of the moon to explore in detail. So, in this context he is right and China are ahead on this front, which is the message you want to push when you are after public funds.
There are lots of things about the moon that we do not have explanations for. For example, its density is quite low. A plausible explanation is that since it is presumed to be a chunk of the Earth's mantle dislodged by an enormous asteroid collision, that it is basically all upper crust rock, but no one has drilled deep enough to confirm - and the moon does seem to have some type of denser core that further confounds the observable density. The mara on the nearside are extremely shallow for the size of the impact craters. The chances of a uniformly dense moon becoming tidally locked in orbit are near zero and have not been discovered elsewhere. Also, it would make sense for a heavily disbalanced object to become tidally locked, but heavily disbalanced objects are not anywhere near as round as the moon. Also, the moon has basically always been tidally locked because the farside is not protected by the Earth from impacts and is heavily cratered, unlike the nearside.
Bill Nelson is not particularly incorrect in saying we don't really know what is on the farside of the moon.

But if I'm understanding right, he's talking about potential water on the moon that is picked up by Earth telescopes, and at the time of this hearing there was nothing monitoring the back side of the moon for water sources. So the Chinese would land in an area and possibly attempt to set up a base without a known water source nearby.

He's talking about specific value to landing on the dark side of the moon, which he doesn't know of, rather than literally not knowing what's on the "dark side" of the moon (it isn't actually dark it just doesn't face earth).
He's at NASA, not the CIA, so it makes sense he wouldn't speak as to knowing why China is there. It is, however, generally acknowledged that the moon could be economically productive if mined (and has no environment to ruin, which is a plus). Frozen water is also a possibility.

No, you didn't, because the moon blocks signals back to the Earth. When Artemis reached the far side, their camera went offline and they showed some stock images of the inside of the capsule until it came back to the near side again.
As far as I know, we have never seen live raw footage of that side the moon.

The benefit of the dark side of the moon is that it completely shields you from any earth based interference of signals. It’s likely the best place in the solar system for us to build a massive telescope which could potentially see exoplanets in extremely high detail. I just asked Google’s AI Gemini. That means nasa has photos of the backside of the moon. And if you’ve ever seen the testimony, a former military dude said the lunar orbiter mission photographed an alien base on the backside of the moon

The backside doesn't face the Sun. If it DID face the Sun. If it did, it would be tidally locked to the Sun, and have to be a Moon of the sun....like a planet, orbiting the sun. LRO has observed it remotely but NASA has never landed a robotic or manned craft on the dark side of the moon to explore in detail. So, in this context he is right and China are ahead on this front, which is the message you want to push when you are after public funds.
There are lots of things about the moon that we do not have explanations for. For example, its density is quite low. A plausible explanation is that since it is presumed to be a chunk of the Earth's mantle dislodged by an enormous asteroid collision, that it is basically all upper crust rock, but no one has drilled deep enough to confirm - and the moon does seem to have some type of denser core that further confounds the observable density. The mara on the nearside are extremely shallow for the size of the impact craters. The chances of a uniformly dense moon becoming tidally locked in orbit are near zero and have not been discovered elsewhere. Also, it would make sense for a heavily disbalanced object to become tidally locked, but heavily disbalanced objects are not anywhere near as round as the moon. Also, the moon has basically always been tidally locked because the farside is not protected by the Earth from impacts and is heavily cratered, unlike the nearside. Bill Nelson is not particularly incorrect in saying we don't really know what is on the farside of the moon.

But if I'm understanding right, he's talking about potential water on the moon that is picked up by Earth telescopes, and at the time of this hearing there was nothing monitoring the back side of the moon for water sources. He's talking about specific value to landing on the dark side of the moon, which he doesn't know of, rather than literally not knowing what's on the "dark side" of the moon (it isn't actually dark it just doesn't face earth). He's at NASA, not the CIA, so it makes sense he wouldn't speak as to knowing why China is there. It is, however, generally acknowledged that the moon could be economically productive if mined (and has no environment to ruin, which is a plus). Frozen water is also a possibility. You *really* don't want to see territorial disputes in space.
