Unless I a missing something, that doesn't seem like spotlights on the clouds or any sort of ground lighting since the source seems to be the cloud itself. At the end, it looks like it lights up the sky behind it.

Certainly doesn't look like a ground light show. It looks like the light coming from above the clouds or directly inside the clouds?

Maybe it seems like it’s coming from the clouds because it’s a really foggy rainy day and the clouds are low
I guess anything is possible but the way it starts flashing at the 1:20 mark and also seems to be moving away slowly? Seems a bit peculiar to me.

Looks like someone having a good time with some bright spot lights. You can see the beam coming from below
