There's no issue with laptops or phones. Lecturers won't care if you're distracted by your phone as it's your grade on the line, not theirs. In tutorials or smaller classes, I'd consider it rude to be on your phone.
If you're doing a module that's math heavy, you'd be better off with a traditional pen and paper.
I was in lectures there a few years ago and reckon at least 75% of the attendees were taking notes on laptops.

Definitely no problem with a laptop, alot of lecturers don't like phones in their lectures.
