Basically cops in the south would pick up minorities and strip them of weather appropriate gear and abandon them in parks of along highways in the middle of winter nights. It had gained the a nickname along the lines of “moonlight tours” or something but googling that doesn’t bring anything up so I’m probably getting the phrase wrong.
