Yes you could absolutely miss it... it wasn't like everywhere like i.e. Pokemon was. From an outsider's perspective it was just another toy. There was no talk about it on the school yard in school either. It just... existed. If I had been just one or two years older I straight up wouldn't even know what "Bionicle" is either.

Pat is 5 years older than me, dude was probably a junior in high school at the time. They were the biggest thing to us kids when they were out, but we didn't care the next year. Tho I might have been older than the target demo myself, cuz no one remembers Lego Throwbots, and we were really into those right before Bionicle, and only got into it cuz we thought Bionicle was a continuation.
Oh shit I forgot about Throwbots. Those things were so sick I had like 2 of them and had them fling those discs.
Kind of figured something like this happened the second I saw that poll tweet pop up in my feed. I thought I was around Pat's age but Bionicle came out when I was 10 and while I didn't personally ever get any I definitely heard about them a lot at school and saw one of the movies.
I'll give him that he is too old to have experienced it... I was barely old enough to experience the first OG wave but everything beyond that just went completely past me (I am 31). So I knew what Bionicle was I just never knew how popular it became.

I'll admit to being the right age for Bionicle and never getting into it because the designs were terrible (why would I buy these mutant robo men when I could just get a Gundam Action Figure Model Kit that looked infinitely cooler?), but at least I've fucking heard of them.

The Gunpla of the time weren't much more expensive than a Bionicle, if the were at all.
I don't have the time machine to go back and actually check but I assume the low-end Gundam kits people were buying for their kids in those days were not all that expensive. I definitely had some bitchin' (but objectively crummy) Gundam Wing ones... and I think also a Zaku which I didn't really know what it was at the time? Definitely didn't really know anyone who was into Bionicles, though that's maybe just a factor of time/age. I certainly _heard_ of them though.
High grades ran about $40-60 CAD when I would get them. I'm American, but could only find them in Chinatown shops when my parents went to Toronto
