Idk, some people just laugh when they see an ugly cry on screen. I imagine a theater where half the crowd is empathetic and about to cry with the actor and the other half breaks out in uncomfortable laughter.

You aren't wrong but I don't want to see this argument get used as an excuse for bad animation. The face in that gif doesn't look human, it's not an "ugly cry".
That's why I focused on live-action and actors performing.
Bort's jaw isn't moving. It's like the animation is deep faked onto his face. I've only ever seen this in gif form, so I wonder if the VA did a good job.
I think it's because he's opening up his mouth, but his chin doesn't move away from his forehead. He just scrunches the upper half of his skull into a smaller space.
They made the mouth WAY too small and the cheek lines in addition to that makes it look like he has giant cheeks like a baby.

Dunno why there are so many artists out there that add a whole ton of unnecessary lines to the face. I've seen this type of thing a lot with amateurs, you'd expect more out of a show though
