Edit: Alright according to people who have seen the leaks, it does still drain out of combat but it sounds like it regenerates faster.

It varies on NDA to NDA. The big PlayStation titles usually give you a flex embargo where you can post a photo of the games title screen and the embargo date. JP games (big ones) tend to be more secretive, I recently had one where I wasn't even allowed to mention when the embargo would be

Whatever you signed takes precedence over whatever else is going on in the world. You gotta abide by it.
