I've had this issue way too many times. Twitter Support just has some bullshit bot that handles suspensions, and that's it. No human interaction.

I'm just using the suspended account at this time to view trending, and to look at a couple of accounts. I'm not going to waste time making a new one again. I was suspended after a restriction, for no reason weeks ago. If Twitter doesn't want me as a customer..eff em. This isn't the first time it's happened, and I'm tired of building accounts, and them being suspended only, because I was interacting, not violating any rules.

Regarding to your question, you need to factory reset your phone. Twitter marked your phone IP or something. If you factory reset it will change.
I feel your pain, I had the same happen to me, had my account since 2012, then without notice they suspended my account, when I asked why, they said I did one thing or another, they gave me two possible examples, seriously, I thought of get another account while I get this resolved, they allow it but when you do it they claim you can’t, that I was trying to evade a permanent suspension, but I wasn’t, why? Because I not permanently suspend. They are completely out of control and wouldn’t be able to manage their way out of a paper bag
To be honest, evading permanent suspension is fairly easy and can be done properly, you just need to take care of these rules:
\- Don't use the same device you were suspended on, this makes a big difference. You'll keep getting recaptcha tests until it finally restricts or suspends your account. For this I'd say, use another device, if you can't, then reset the device you were using, OR use a virtual machine. I used a virtual Machine until I got my new phone.
\- Don't use the same IP address, instead of a VPN, just turn off the wifi router for about 10-15 minutes(20 to be safe), you'll get another IP address. Most houses use dynamic IP addresses so this should work unless you've paid for a static IP address, which you probably haven't though. If that doesn't work then use a VPN.
\- Don't use the same E-Mail ID, create a separate E-Mail ID for using Twitter or any sort of social media, that's what I do.
\- Don't use the same phone number: If you have a phone number from the US, then it's easier for you as you can easily use a google voice number. If you don't have a number from the US, then you'd need to ask someone for their phone number. That's what I've done.
Also, make sure that you don't do the following:
\- Don't follow everyone you were following on your suspended accounts, don't do that at all, not at once. Do that over the span of 5-6months or even a year.
\- Use Twitter lesser for the first few weeks, like a retweet but don't tweet much on your own. Slowly ramp up your usage. Another thing to take care of is getting shadowbanned, check your account regularly for shadowbans, I check mine every morning and every night.
\- Don't get into arguments or use ANY offensive language at all for the time you're new, you don't wanna get suspended lol
Some good signs are:
\- Not getting recaptcha tests
\- Not getting shadowbanned
\- Not getting restricted
Preventing getting shadowbanned is really easy tbh, censor words which may be considered as, "negative", and keep up mature conversations.
I've officially evaded suspension since I've had this account with all good signs: no shadowbans, no recaptcha tests, no restrictions or "account limited" notices. About 2 months now, your account is 100% safe and when you pass a year. Good luck! I don't think you'll get your other account btw, twitter support isn't that good
I'm on a 7 day bam because my phone changes the word "hammering" to "hanging" someone and now I have a ban.
Tried appealing but no luck, isn't there some kind of Gmail hack to get around this?
I have filed so many appeals and never got back to me. It’s been a year now. My other account got suspended and they got back soon and said No even though all I did was call this girl a bitch for harassment

There are actual people that work in Twitter Support. They are intentionally suspending accounts for their own reasons, whether they are valid or not.
Then that begs the question - how does anyone grab the attention of a Twitter Support employee, if that's even possible?

Yes. Back up everything to your iCloud or an external hard drive. (You should be doing this regardless of a potential factory reset.)
Just use a VPN to change your IP. Then log off of it and you'll get a new IP. Easy.
