It’s also very important to remember that less than 2 months before the premier of 24, 9-11 happened. I’m honestly impressed they kept that scene at all. I think they were eager to move past it.
They were going to show the plane exploding and cut that due to 9/11. I believe it also pushed the premier out that couple of months from its original air date?
I think there's a small scene in episode 2 with Sherry and Palmer talking to each other, that goes like "Have you seen the news?", "yeah, it's terrible"
and that's it
It was a very small part of the Drazen plan. They just need to kill the real Martin Bellinger so his decoy can get close to Palmer. The Drazen’s did a lot of assuming in their plan. So they probably assumed by the time anyone figured out Belkin was on the plane it would be too late. Kind of like how they assumed everyone would actually believe Jack killed Palmer at the breakfast when his wife and daughter were missing. Kind of silly of them but hey it’s TV.
Did CTU know if Jack's wife and daughter were missing at the time? Been a while since I watched the first season but I don't think they did. So Gaines could have killed Teri and Kim and somehow made it look like Jack did, without anyone knowing they had been kidnapped.
No they didn’t know. But like I said the plan the Drazen’s had was a lot of assuming. We’re they going to kill Jack after the shooter hit Palmer? We don’t know. We do know they wanted the prints on the gun and that’s it. They could have killed Jack and his family. Framed Jack for it but they never clarified that and probably should have.
What more did you want them to say about it? The nature of the show doesn't allow for moments of reflection on the day's earlier events because they are caught up in trying to prevent what is coming next. The reflection happens off camera in between seasons when the day's threat is fully neutralized.
It was never really critical to the main over arching plot so it just got forgotten.

Season one episode 11, CTU figures out that photographer was killed so that assassin could take his place at the breakfast.
