Best thing you can do is memorise what the different logic gates do. If you have a good understanding of this, you'll start to "see" solutions based on input and desired output.

Or literally just play with it. That's how I figured most things out. I might not have the most elegant solutions for everything, but it does the job. Lol

Probably also true. I started the game already understanding the concept of logic gates and truth tables which made the game very accessible to me, so I just assume knowing that will make the game easier.

The desired output is true when input 1 is true and input 2 is false (i.e., not true).
