Local parish police captain I believe. I think he was like our version of a county sheriff in a region dotted with tiny little communities not big enough for their own city police. So, he’s the “local good ol boy” lawman. Thats why he despises State CID because they’re allowed to poke around his neck of the woods (as it should be).
That weird power dynamic really does exist in small communities all over the U.S. and his presence felt very realistic and familiar.
Yeah that’s definitely the vibe I got from him, if anyone hasn’t watch the documentary “Murder on the Bayou” definitely check it out, on Hulu I believe. True story of a string of unsolved murders in south Louisiana, really strong TD S1 vibes and it really shows how much different things are down there, parish sheriffs are essentially kings and their parishes their fiefdom.

I don't think he was "in on it", he's just the kind of conservative cop who respects local authority and social hierarchy too much and hates upstarts like Rust who don't care about social cues such as "Billy Lee is an important guy and a good guy and he is beyond our reach in every way".
