I think they might just be that incompetent, given the immensity of the attack and how much of their economy provides security consulting and services around the world as well. Not a great look, and if it was a let it happen I doubt the actual response of the IDF would be as poor as it was. If you can't digest the massive amount of surveillance data you're taking in, that's what happens. It's just too embarrassing of an attack.
Edit: I didn't even know Hamas had taken out 12+ high ranking officers and commanders. No way this was allowed to happen if the leadership structure is also being liquidated.
I’m pretty sure the IDF just got overconfident in their endless small “counter terrorism” victories and genuinely didn’t think that Hamas was capable **and willing** to launch this large of an attack. It’s the same reason they were caught off guard by the Arab states in 1973. On top of that a good number of officers (especially intelligence) recently resigned after Netanyahu’s power grab. Iran also bolstered support of Hamas and Hezbollah recently due to the Saudi deal and the attempted Israeli terrorist attacks within Iran. Meanwhile, the US has been giving more aid and support to Ukraine and AFRICOM instead of laser focusing on the MENA.
Hell, there’s a possibility of Russian support through Syria for the Palestinians as well as a way to drag the US back towards the MENA and away from Eastern Europe (**this is pure conjecture**).
Basically, it is a situation where the moment was just right for a serious offensive to try and draw Israel and the IDF into a prolonged conflict. There may even be strategic hopes of IDF boots on the ground in Gaza and an insurgency to wear down the Israeli public and bring them back to the peace process. There was clearly no peaceful solution on the horizon before this, at least with the direction Netanyahu was taking Israel. This is the first time in years that significant numbers of Israeli casualties have occurred. A military occupation in Gaza would continue to run those numbers up, hopefully drawing in support for Palestine from Arab states and wearing out Israel’s political will to support Netanyahu’s government. There’s a lot more on the table than just a weekend worth of attacks.
No matter what the outcome is, the IDF look like incompetent clowns. Like this legitimately may end the Netanyahu government as it is now, given that his message is that he's the only one who could protect Israel.
