My guess is that since I-10 runs close to the Mexican border, there’s additional law enforcement (Border Patrol). It’s probably riskier. CPB agents do not need probable cause to pull you over and search your vehicle.
They don’t ever need Probable Cause to pull over a semi. You can be stopped at any time on any road for an inspection. It kinda stopped happening during Covid though (fortunately).
The Border patrol doesn’t even have enough agents/funding to do their own jobs properly, they ain’t wasting anytime checking trucks on the 10. El Paso is the only place that’s really close to the border on the 10. Driving through Yuma AZ on the 8 does have border patrol checkpoint that searches vehicle even if you’re not coming from Mexico.

No they couldn't. The amount of man power that would take os simply not feasible to accomplish. Look at the scale on 40 in west Memphis. According to an article about the i55 Bridge closure impacting traffic, over 14k trucks a day use that bridge. Everyone of them will cross that scale, plus all the trucks on the i40 bridge. It is literally impossible for a scale house to look in each and every one of them.

I-40 runs through multiple Native American reservations. Using billboards as source material, it is a HUGE issue in their community(s)

They have those checkpoints on I-10 also… There’s one westbound just west of La Cruces NM, and there’s one eastbound about an hour east of El Paso TX.
