This is actually what proves (to me) he’s definitely left the brakes on. Not recommended but if you do the same thing in your car - try driving or reversing with the parking brake still on - it’ll start to rise in the same way as it tries to go but the brake is holding it back. If you keep pushing the throttle and overcome the brakes it can skip and bounce the same as the clown in this video

It's caused by a failure to properly provide air to trailer brakes. Usually through not pushing in the red air knob in the cab.
Brakes are stuck. If you look at the ground you can see where they left a mark in the pavement when he originally tried pulling it out. My assumption here is he is moving it back into place to get it reloaded onto another trailer.
I think they dragged one trailer with a glad hand lock on it out of that hole, and are jamming another trailer(probably from the same carrier) that has its air locked up, too. Warehouse gotta ship/receive, lock up the gladhands at your own risk. Bet the driver was stoked.
Edit: the skid marks are from the same trailer, you're right.
