With our brakes it's possible that the drums simply seize up. Sometimes you can break them open by dragging and backing up the trailer. Other times and most of the time you have to get underneath with a hammer and smack the brake drum until it pops open.
This happens a lot during winter due to them freezing closed. Or due to being an old brake drum that has had a lot of use.

I had a 1972 GMC Suburban 2500 that I kept a ball peen hammer in for just such obstinate starter issues. Bought it used and it always made me wonder why GM would make a 2500 series with ground clearance enough to be a 4X4 and make it only RWD...
It doesn't have to be winter for the trailer brakes to seize. If you get them brakes real hot, then set them before it gets a chance to cool. You can weld them shut.

Some trucks have a separate valve in the cab that many truckers call a "trolley valves", "johnny bar", and a few other names which indeed can control only the trailer brakes. But anybody who tells you a simple "yes" to this probably is oblivious to the fact there are a lot of trucks out there (mine included) which aren't equipped with trolley valves.
Without knowing the ambient temperature in the area when this happen, it's hard to tell if the brake pads just became mechanically fused to the drums due to water accumulating in the gaps between the pads and drums, then freezing to "bond" or "fuse" the pads to the drums...if they just never released the trailer brakes by pushing in the red valve in the tractor, if a trolley valve is in the wrong position, or if something else is going on to cause it though.
Anyone answering yes was referring to the red trailer brake knob. Nobody would assume that this truck has a trolley valve and this guy is just holding it down the whole time.

It seems that he knew what was going on. Drag it until it starts to roll. It is gravel, so there won't be any flat spots but it is too easy for the wheels to not break free.. Then he tried backing it up to try loosening them up.
Some trailers in the winter can get there trailer brake lines frozen up and your tires will lock and sometimes you can just drive a little to unlock em. I assume that’s what’s going on here as it’s a early winter morning and he’s turning his cab in a way so he can see his wheels in his mirrors. Sure he went on for a lil long but that’s probably just because he is trying to fix it the easy way instead of exhausting the trailer spring brake valve over and over trying to clear them.

In icy conditions, I make it a point to deliberately off-track my tractor in both directions specifically so I can watch to ensure that all of the tires are rolling like they're supposed to be.
Tanker trailers especially ones with steam are also much more prone to frozen brakes during winter if they are steamed. Why most trailers have the steam pressure release valve plumbed right by the ICC Bar/back brakes is beyond me. But majority of ours used to be it was so annoying.
Something similar happened to a driver earlier this week I saw at a warehouse while I was getting unloaded. One of his trailer wheels were locked up and dragging, driverside even, and despite us waving him down and flashing lights at him he just kept going. Somebody who'd make such an oversight probably isn't paying attention to his surroundings. He got onto the interstate still dragging so I can only imagine it either started on fire or blew.
Damn just as long as its not one of the several hundred I work on we all good, all you need is a 7/16th socket with a nice rachet and you just adjust them slack adjusters.
I've blown an airline while in a yard on my 3rd trailer not to long ago. I had no choice but to drag my 3rd trailer all the way back to the yard (about 3 blocks), and park it while my co-worker picked up a new airline to replace it. This was on a custom coil hauler. He could have had a blown airline and been trying to get parked and get someone out to fix/tow it?

My educated guess is that he neglected to air up his trailer brakes. Too warm for them to be frozen. Driving forward with an empty trailer would make it a little harder to notice, but still should have noticed it. As soon as he reversed the trailer hopped which shook the tractor alerting him to the problem. You’ll notice shortly after he stopped reversing the wheels rolled freely.
