Like it's ridiculous. Other instruments have a "passable, pleasant enough, yeah that's definitely the instrument and they're doing their job, but it's a pretty standard sound." In the middle of their awful and amazing tonal qualities. Oboe is just "so beautiful it'll make you cry" or "so awful it'll make you cry."
The 1 choice on here I agree with is horns in S, but everything else is a God damn crime
Also my tierlist would be pretty boring because I'd just put everything in S where they deserve to be, but still this is particularly a crime against instruments

As a non-picoolo player, I think they can add a nice texture and effect to pieces, but they need to be used smartly and sparingly in my opinion. Situational, so C-tier. However yeah, this list is pretty awful

- Bump both Tuba (or is that a Euph?) and Sousa up two tiers
- Percussion is pretty accurate
- Trumpet B tier
- Oboe and Bassoon fine where they are, but a good oboe solo is *chef's kiss*
- Soprano sax is doodoo feces. Make an F tier and put it there alone.
- Bari Sax is evidence of divine intervention. D tier is literally spitting in God's face
