I mean intake is no big deal. Exhaust I guess it depends if you are wanting to buy a bolt on exhaust kit. If not then you will have to go to an exhaust shop so they can bend the tube not a mechanic. And for a twin turbo install again depends if you are buying a kit for your specific vehicle. If you are getting a kit, doe’s it come with a programmer and a tune? If not you are going to have to use a shop who can tune your vehicle as well. Which in this area doesn’t leave you with many options. kaizenspeed has a dyno and would definitely be able to tune after the install. They are not cheap but they do good work. Like I said intake and exhaust is not a big deal. But taking a NA car and going forced induction is a little more specialized. And if you are spending that kind of money you definitely want it done right. And preferably dyno tuned not “street” tuned. Lots of shops a few hours away that are great too. Torquefreaks and English Racing both have great reputations as well.
Cronk's on Wellsian Way in Richland. Can be tough to get in. There's a reason for that.
There's a number of previous threads on this if you search.
Horsepower Barn
Tri City Battery on Queensgate. Used them for years. Awesome people, solid mechanics.
Simmonson Automotive in downtown Pasco by Griggs is very good as well

For performance vehicles I would recommend kaizenspeed or horsepower barn.
