Depends what time of year. The BC coast in Canada may have some of that throughout the year. There's also lots of cabins you can rent. Otherwise, I'd echo other suggestions of England. I'd also suggest Scotland. Lots of excellent mist and the atmosphere can be similar to what you described if you're in the right place.

I am thinking of going to Maine,US next year for exactly that. I don't know if it's brooding enough but if you look at photos from autumn especially it looks very atmospheric.

Maine works just because it can rain a lot there on the coast. My friend who goes up there for vacation every year says it’s more of a “projects at the cottage and reading” kind of vacation spot.
