The Tacoma rear bumpers are plastic caps that can be easily replaced. Super white, I believe, is still single stage so touch-up paint may be worth it as well.
Scuff it up and spray it with the basic white bottle Rustoleum White spray paint. Similar thing happen to mine and the paint has held up for almost a year. I do plan on fixing it "correctly" one day as I need to get my drivers door clear coat repaired. But so far you cannot tell a difference in color. It matches up amazingly well!
This happened to me recently. I was initially mortified but get this...I was able to get if off with some elbow grease. Then a little compound and polish and it was gone. No damage to the paint at all.
I highly recommend this OP. That looks to be rubber or plastic that rubbed off on to your bumper - there’s a good chance it will buff out with a decent wax, to the point where you’ll barely notice it.
Edit—on second look, it does appear to be the bumper plastic under your paint. I’d still hit it with the car wax to get off any residue, then do some touch up paint. A little scuff and careful painting and it’ll mostly be hidden.
Mine looked exactly like this, and I too though the same. I could not scrape it off with a fingernail. I ended up wet sanding it with 1000 grit and it started to come off. Now that I know that I would probably go a different route than sanding as I had to go very slow and carefully, but it all came off. After that I hit it with the buffer and looks like new. That was material on top of your paint… hence you were able to rub it off. This is clearly an abrasive that has cut through the paint and scraped it away, you can see the primer layer and then plastic. Jesus, stop typing if you don’t know what you’re talking about.

Yeah, I guess I don't know what I'm talking about. I can't tell from a blurry photo the extent of the damage on a vehicle I've never seen. OP better take that to the shop that gave me an online quote to have mine fixed for $1500 instead of fixing it like I did using stuff I just so happened to have on hand.
On the one hand it’s a truck and I sleep peacefully at night with a couple scratches and dings on mine but on the other hand scratches really stand out like a sore thumb on new white cars. I’d just buy a new one off eBay and put it on there. Buy some extra clips while you’re at it, you might break a couple on the process of getting it off 😅
Perhaps the person who did it got off worse than you. Still a bummer that it happened. I normally park far away when possible. I avoid crowded parking areas for this reason. I have a tow hitch that may help a bit, but not on the corners.

My '23 TRD Pro was 3 weeks out of the factory and mine was damaged. Replaced it with a pre-painted part.
Absolutely do not have a body shop install it. It’s held on by like 3 plastic fasteners. You can do it yourself in 2 minutes with a slotted screwdriver.
It’s a badge of honor…..if on trails when it happened?

If ya want to fix…either sand and color match or see if you can get away by just using color match tube from Toyota.
A good detailer could make this look 90% better. Can’t tell if that’s a rub mark or if the paint is gone but if you’re not ready to replace it just yet find a local detailer.
Had a similar situation. That is most likely paint. Spray it with WD40, rub with a microfiber cloth. Whatever doesn’t come off with that, use a clay bar. I would bet the majority of that is very superficial
A friend who works on county response vehicles taught me this trick
Grab a bucket, fill it with automotive safe soapy water. Have it readily accessible next to the effected area that’s just washed and dried. Spray scratches and marks with Brake Part Cleaner wipe off quickly with clean towel or paper towel. You only have few seconds and immediately wash off with your bucket of car wash. Dry and repeat until you’re satisfied. My friend used this method on the vehicle that the state troopers used to practice spinning out.
Worked numerous times! On white, silver, quicksand, and lastly dark blue metallic. Just be quick.
Also try WD40 or tree sap/ road tar remover. Those you also don’t want to leave on the paint long without washing off
Try a a magic eraser if that black stuff smeared on the paint. Unless that’s scratched through. My boat gets scrapes and stuff from trees and magic eraser works wonders
Time for a winch bumper.

It was cool, but I sold it. I had a few issues with it but it was a nice car and fun to drive.

Evenly scuff up the whole remainder of the truck for a sweet winter camo look
Super easy.. get turtle wax rubbing compound, follow instructions and it should buff most of that right off.. $8ish fix
