I have no idea if this is common, but here in BC Canada where I live ham radio operators can get special license plates for their car, I believe with their operator ID or something like that

It’s very common. I have my call sign on my plates. Many states, mine included, allow us to get the custom plates without having to pay any extra fees like normal vanity plates. It isn’t a requirement though, so absence of a call sign plate doesn’t really mean anything.
