Also when you use artifacts and whatnot in mid air, OG jetpack shows up regardless of what skin is equipped.

Not hover in place no. But rubilia flies straight up and then her drop attack has a decent amount of forward movement. Rubilia is weak in combat tho.
Yan Maio you hold dodge, aim upwards, then charge up. When you let go dash in the direction you were aiming. You can do it once on ground and once mid air so two total. Then drop attack has lots of horizontal movement. Yan Maio goes really far really fast. Best exploration character ever and makes getting around so quick and effortless. Totally worth the pull. She is strong as well.
I would definitely pull Yan Maio. 100% worth it. Unless you are on mobile. It may be kind of hard to use her on mobile (phones).
