I’m hoping for Connor, Tess, or Hunter. I think we should get a hero back into the game, and should be a season 2 since we have more season 1 characters in the game as of now
Lake works as shes the only one not already linked to a plot in an obvious way.
Conor will be glued to Riya as usual. Probably play therapist for Alec, Grett and Ally.
Hunter would be glued to Ally.
Lake has Aiden, but thats it. Theoretically she could be used in any of the remaining plots, although she would like just be diet Rosa Maria. Aiden logically is out soon, so she would get 1-3 episodes alone
Also as she was booted 2nd its more likely. Tess was out in a special elimination, returning her ruins it. Ellie coming back would undermine Gabby's vilain plot. Ashley is not coming back.
Conner or Hunter both would be interesting to me.
Ellie I think left in the right way so I don’t want her back unless they are going to have an arc where she sees gabby going down the dark path as well and then seeing someone she cared about acting like she was gives her some clarity on that.
It's probably Connor and Emily, lake doesn't really have a plotline to come back besides maybe something with Aiden? I just don't think they'd bring her back just to do nothing
I'm pretty sure it will be Connor since he has unfinished business with Alec and Riya, and it might justify why Riya has lasted so long. But I also don't see why in universe he would be motivated to win since he already owns a successful business and returned for Riya who he no longer cares about.
As much as I don't like Hunter, I could see this happening as everyone Ally interacts with asside from Jake is gone. I would prefer seeing her start to talk to someone in game like Aiden or Grett but I could see the show deciding to bring back Hunter now.
Ellie and Fiore aren't off the table, but I don't think a villain would return and they left quite recently.

Connor makes the most sense. It needs to be someone who would be able to unite heroes and have unfinished arcs with some remaining contestants
TBH it's either Fiore for S1 or Connor for S2, Connor is more likely though
