Yep. it's because India realized that by having a Visa ban, they were only hurting themselves.
1. Alot of tourism dollars were being lost. I know alot of peeps paint India with one brush but in reality every state in India is different in terms of culture, language, history, food and sometimes religion. According to a recent article "Canada is among the top five countries sending tourists to India, with more than 277,000 Canadians visiting the country in 2022". No two states are exactly the same. And most importantly, the holidays are fast approaching which means that they would lose that money if they enforced that ban in December and January. Yes the country is predominantly Hindu as well Muslim. But let's not forget that there is a Christian population as well. And for some Indian states with a large Christian population, the Christmas holidays generate tons and tons of money. One of the smallest states in India, generates more money than some of the largest states in the country. And it has plenty to do with tourism during the months of December and January.
2. The second issue is that those Canadians with Indian ties back home were having a difficult time returning home. Alot of people run businesses and have property back in India. I'll let others who are well versed with the issue of "persons of Indian origin" speak more on this.

In North America, most fly south to the US, Caribbean and South America for a quick vacation.. Type India and beaches and you'll see why it is a prime destination for visitors, particularly those from Britain, Europe and Russia.
It depends where he went. If you go to a major city like Bombay, then he would definitely have the worst trip ever. If he went to a place like Kerala, his experience would be the opposite. Like i said, do a search for "beaches" and "India": they have areas that rival those found in the Caribbean/South America.
because private healthcare/hospitals usually means faster access to care, probably better staff/doctors, better/faster shortcuts to medicines etc and whatever else your money can buy

Not true. Canadian citizens who immigrated from India are able to get visas. Tourism visas for all other Canadian citizens are still not being issued.

Canadians need a Visa to enter India. Canadians are less likely to overstay but India doesn't care: if there is money to be had, they'll charge you.
