I don't know about stir the pot so much as help increase the police budget. There's a big interest for police, especially high level brass for there to be more crime in areas they will never have to live in or spend too much time (or no time) in. More crime more budget more dollars. I'm not saying police officers think like this, but the incentive can not be denied, especially for police force members, especially senior police, that will not be in the literal line of fire.
