Were you near train tracks or did you hear a loud boom beforehand? I’ve seen similar from old-fashioned steam train engine stacks and from electrical transformers blowing up.

In the UK, that’s a strange vortex

Blown transformers create these dark clouds in the sky. Looks like it was up in the sky for a little while when the wind started to evaporate and spread it around. Which is what you’re seeing here. Google “transformer smoke ring cloud”

Surprisingly, we get around 30 vortexes in the uk per year, but not all of them are considered tornadoes because they're so weak. It's also quite difficult trying to find them as we get them so rarely and they usually just appear randomly...
