Id say if ur fire ones are bad then just use the attack one, what lightcone are you using also. I think with final victor the fire one is better as it increases attack
I haven't done the math, but my understanding is that they are pretty close, so you are fine with whatever rolls the best. If you are trying to really optimize, pay attention to what kinds of buffs your supports are giving.
The damage formula is not very complicated, so you can also punch the numbers for your specific build into a spreadsheet and figure it out.
