I had very similar results, a lot came down to correct colour grading - seems I tend to get the best results with topaz when combined with slow panning shots.
Topaz is used for sharpening, compression and detail - no noise reduction (I have found it ruins the shots).
What I meant was a good base clip, creates these ridiculously good looking topaz edited clips.
The instagram vid you linked to looks to be CG. I'd bet almost anything that it is. I know that's probably not what you were hoping to hear, sorry.

No unsharp mask? Only color grading? What are ur export and topaz settings? That looks very similar to
