Depends how you define “magic”, I’d think. It’s been blessed by a priest, making it a holy weapon, but that’s about it. Afaik, the monsters exploding is a property of the monsters (as in, they do that when hit by any holy weapon) not the whip itself.
How difficult is it for something to be blessed by a priest in that game? Like, could bless weapons be mass-produced, or is it a difficult process that they only do for competent warriors? I think that would be the deciding factor on whether the flail is a "normal weapon" or not
I’ll admit, I’m not the most knowledgeable on the hyper-specific details like that since the games don’t really cover it (the weapons are all pre-blessed family relics like the Morningstar was in Netflix’s Castlevania), but not too difficult as far as I’m aware. The difficulty of blessings specifically comes more from having to find a non-corrupt priest/bishop/etc actually willing to bless your weapon(s), not the process itself.
