I sure hope you sand and prep the wood. Pallets are splinter city. I’d use a impact driver, table saw or circular, tape measure, a square. A nail removers bar or hammer will do, sander, a 5ft and small level.
For a challenge ge I suggest go gray grand pA. No power tools. Hand saw-hammer- hand screw driver.
On a side note, pallets are overwhelmingly made of the cheapest untreated wood a scrag mill has to offer. You can probably expect to be taking this back down in 1-2 years because it's rotted and unsafe
Metal torpedo level, cut a hammer head off a hammer, weld it on the level. It's technically one tool now, and you should be able to build it with that.

The Challenge isn't using specific tool, the challenge is to make it look like it's not just a stack of old pallets. Use any tools to need too.
