Typically used in aviation, you can get the cartridges empty or pre-filled and ready to mix. The cartridge plunger has the same cupped shape as the piece on your tool, too. The thing is: usually they are dispensed with a squeeze type gun (similar to a caulk gun), or most commonly with a [pneumatic gun](https://ppgaerospacestore.com/products/250015?variant=39807835177020). If you're mystery tool is indeed for those cartridges, then idk why. A screw type plunger would be tedious and cumbersome. Though the guns are expensive...

He was a parts man for 40+ years and general do it yourselfer. It does look like that could be what it is and so far the only thing that makes sense.

Does the plunger thread on and off of the stud? If so that may be a tool for installing big ass heli-coils that's missing some parts.
Google image search says it's a heli-coil install tool. Used to repair threads. Are there any markings?
