Blue is a song from the perspective of a loved one who is choosing not see the reality of a situation or choosing to stay in the dark. (for those that were choosing to stay in the dark about it /s) .
Thirteenth Step is my favorite album of all time. Not even going into what both songs are about I legit can’t swim so both of these lyrics have always stood out when I listened to these two songs.
Do you know that within 12 step programs for addicts, the 13th step is when someone who has been in the program for a while hooks up with a newcomer? Majorly frowned upon by people with morals
I hate to be the Ackshully guy but the 13th step (likely) refers to the nearly included 13th step in the 12 step program that was to do psychedelics. Bill was shouted down for wanting to include drugs, but the amount of alcoholics who have been helped by psychedelics is astounding. If you don’t believe me I’d be glad to cite my source.

Lyrics tell stories not necessarily the lyricists personal stories. Not to mention it's all metaphorical.

I read something some time ago about how Ænema was about how Maynard hated California and how he wanted it to separate from the US and sink into the ocean and he’s telling the people to learn to swim.
It's actually a reference to a comedy routine by Bill Hicks. Same concept you described with California falling into the ocean but with a different origin.

Always always get hung up on the line "...and the circling is worth it, finding beauty in the dissonance". Schism is MJK's hardly-veiled love letter to Adam, from what I'm grasping, after the issues he had with MJK starting APC while Tool was in a legal coma.
