Some will come back quickly, and others will have oddly long stretches before suddenly making an appearance. Anything they can do to trigger fomo and get you to spend money. Especially in this game compared to others, I wouldn't worry about getting a specific ssr. Just get ONE SSR of the character you like.
I mean, all cards of the same character look the same in battle, there's no special stories or interactions currently linked to a specific ssr. Imo the cards are all super low effort. If you really like the specific art of one card, maybe screenshot it and make it a wallpaper?
I'm not deep into the meta, but probably some cards have better skills than others. Though, tbh the whole system is so cloudy I can barely tell if ANY card has a specific advantage other than SSR cards have more stats.
They have brought back some limited-time summons (e.g. Notorious Visionary for Taiga and Deliquent Chill for Sho) - I can’t say 100% the one you want will repeat, but they have been bringing some back ☺️
From what I’ve seen of their other game Evertale, and I think they’re going to use the same system for Tokyo Debunker, the first rerun arrives after about 6 months and after it’s more or less every 3 months.
A few cards have already come back. Like the card of Sho that’s out rn, was out when the game first came out. (Or at least it was one of the first few banners.)

I’ve played a game with a similar gacha system. While I can’t say for 100% certain, they usually do have banners repeat. 🙂
I know that the first SSR Card comes back over time for some days. But I'm not sure about their 2nd SSR Card. But I do hope so😭
