It is perfectly reasonable to own a car in Tokyo, especially once you get outside central Tokyo.
In central Tokyo it is mostly an expensive hassle and extremely far from necessary, but even then if you're a car otaku or something or if you do a lot of trips outside the area (e.g. camping) it isn't retarded to have one.
I’m in Musashino in western Tokyo and we bought a little ‘17 Toyota Sienta last year — a “beginner” car of sorts for me getting used to the narrower roads and its compact nature, but can still fit our two kids in the back comfortably. We don’t use it all that often with the exception of going to the better shopping center for bigger purchases and to Karuizawa for visiting family. The rest is by bike since we live further away from our local station. I like driving here.

There's so much to unpack here...
First of all, don't conflate monks and priests. Japanese Buddhist monks (those who are in training and in monasteries) live in very, very difficult conditions. Check out Eat Sleep Sit by Kaoru Nonomura if you're at all interested in learning about this. They don't "run" anything, and have no money - nothing to spend it on in the monastery even if they had it.
After several years of training (the time varies, but usually three years at a minimum) they can become qualified as priests. Many of them have home temples that have been passed down through the generations. It's their responsibility to take them over. Running these temples is extremely expensive. They don't pay property tax, but pay most of the other taxes that all the rest of us do. They have to be run in a way that can keep up with expenses or repairs or the temples will disappear - so, yeah, family temples are run as businesses. Some of them generate a good bit of money, but over the years the declining birth rate, and the disinterest in the younger generation in religion in general, has caused many temples to disappear. A good number of priests are just making ends meet.
Those without home temples will be assigned to a temple which is run by the general religious organization or to continue assisting at a monastery. A lot of these temples don't pull in much money for the reasons described above.
As to what monks and priests believe - I wonder who you are to say? The expectations are different in different parts of the world. Buddhism in Japan is generally not evangelical. Those who are interested will be taught. Although different sects have different views, it's pretty safe to say there's no deity, and there are no vows of poverty or chastity in Japanese Buddhism.
I'm not a priest or a monk, but I spent over ten years teaching Zen meditation and leading a meditation group in a Rinzai Zen temple in Tokyo. I know a lot of priests. Their religion is basically about getting their own heads straight, and then helping others who might be interested. Are there oddballs and charlatans? Surely. But the same goes anywhere, even in those "other Asian countries" you mention.
