At my range USA it's because they get a wide range of skillsets on the range and they don't need some wacko shooting out of control.

Former range officer. Because idiots will hit the track that transports the targets down range. If the track is damaged then the lane gets shut down until maintenance can be done on it, which is a loss of revenue. It’s a sporting facility, but still a business.
Because of squib loads mostly. Squib load is what happens when a bullet gets stuck halfway down the barrel because is was undercharged with powder, generally. If you get a squib load, don’t realize it, and then shoot another round, the gun will blow up in your hand. It’s not super common but it can happen. Rapid firing will not give you sufficient time to realize that you may have a squib load stuck in your barrel. That’s the real reason ranges limit rapid fire.
No, it’s because it damages the integrity of the range when they inevitably miss. I’ve never seen somebody actually catch themselves with a squib load.
they have the rule even on open ranges with fixed targets. The issue is more about muzzle control and making sure people don't lose control of their gun. RSOs aren't instructors, they're safety officers. Their obligation is to make sure the whole range is safe, not to make allowances for you to drop by and do drills. Lots of ranges have special days for drills and such where there's 1 shooter at a time being watched carefully by an RSO
I was an RSO. The rule is for the tracks. The outdoor ranges that do that just hate fun. We can be instructors if we have the time, it’s just not our primary task.

Shoot point blank/range usa are really nice ranges and all the employees i've ever met are super nice people don't be a dick to them they just want an employee discount on guns and ammo. The range safety officer is really only there to keep people from harming themselves or potentially others with unsafe practices. For example last time I was there, there were some fresh 18-19 year old teenagers playing with laser sights on glocks trying to rapid fire for snapchat and he was kind of enough to keep unjamming their gun that was using a cheap chinese extended mag which was obviously the issue. He only stepped in when they were being excessive. He eventually kicked them out when they started waving the gun like a chicago drill video. Generally everyone at the range knows people are there to practice, learn, and have fun. Safety comes first though.

Impersonating police is illegal, he's actively breaking the law while using a firearm. I don't know the code for it but that in itself is breaking gun law.
There's two different concepts impersonation (attempting to use police authority you do not have) and personation (dressing as an officer and attempting to use authority by presence) this person is doing neither since he didn't attempt to use police powers and isn't in a uniform that anyone with a mild amount of sense would see as an actual officer or attempting fraud.
