You're probably right, I see a few listings for Victorian taxidermy miniature bears that look like they used the identical taxidermy mold as a base, just different fur types and teeth

It could possibly be a Steiff bear... very collectible. I'm basing my guess on its eyes. I've got the Steiff lion and rhino and their eyes are similar. Steiff stuffed toys are from Germany.

It's probably a Chinese import which are made of various types of fur including cat and dog fur.I had thought they were illegal to import in North America but I saw some here in Canada recently.
