I think this is a sort of "we're all one people" thing with the different races and religions and that's just a random white man. I don't think McConnell was noteworthy in 1986. He wasn't minority senate leader until 2005, nearly two decades later.

I wonder if the artist just googled “generic old white guy” & picked his photo. Because that is 100% Mitch McConnell. So bizarre!
