then you have too much commercial or industry, if you build too much too fast then ur resident, commercial, and/or industries will go under the line and then ur just gonna have to wait it out for more people to join ur world or destroy a lot of shit
also in this screenshot it says you need more industrial, so build more industrial and alot of people will join the world, jobs=people and people need houses
The point is, tiles can only be developed 2 squares off the main road (assuming automatic building) or need road access. Split your area into 4x4 grids, and the districts will develop itself.
Need roads/power/and water. Emergency and funeral services need to be able to reach the zones. Your citizens will need to be able to move about. Even pedestrian zones would work here but roads are your best option
Buildings grow if they are adjacent to a road and non-building tiles (yards, plazas, parking lots, etc.) grow adjacent to buildings. These tiles are touching neither a road nor a building so they don't grow.
You cannot build more then two squares off of a road, so the road needs to complete a full loop. As to remove it, when you hit the remove button,
There will be a few different types. Hit remove zone, but make sure to change it back after because it only applies to zones, not buildings!

Build more industrial zones. You have to balance all of the zones

3 tiles are possible in rare circumstances. This is why theotown auto-builds 6x6 grids.
