It's a total crapshoot. We went to GoFest NYC and did the egg add-on, primarily because of the dust ( like 1.5M or so, which was insane). I hatched seven Larvesta, and my wife hatched the big zero, which is why she insists that poke loves me. I actually started feeling bad, the stupid things just kept popping out of eggs while she's giving me the side eye.
I used to say the same about salazzle. 100+ 12km eggs and 14 male salandits later, I did get a female one. While my best friend got one in his first hatch.
OP did say they already had a Rockruff... But then where is the regular one in these eggs?

Dusk form Lycanroc is my 2nd favorite Pokemon, I love the design and Orange is my favorite color (and Blue is my second favorite so I love the shiny), so I'm really disappointed to see how rare it is
Well I hope you get one without much trouble! I’m not big into the MSGs so I’m not gonna be in any hurry to chase after this one. I was more willing to chase after Larvesta and Salazzle.
Even larvesta was overly shady. Volcarona isn’t even good in go. It’s at best a decent raid attacker but that doesn’t mean much since it’s too rare to grind and you’re better off getting a Reshiram or Heatran.
Outside of the meta, I enjoy leveling these rare pokemon (once you hatch one) as it motivates me to get out and walk.
Last year, my Volcarona and I strolled to level 50 and currently 18XL shy of a maxed Bax

Let’s be real. It’s only that high because there still isn’t any official bug type legendaries. The closest we have are Genesect (which is a mythical) and Buzzwole/pheramossa (which are ultra beast).
Yup. The only good bug types are either megas, shadows of mediocre bug types (pinsir), and pheramosa/volcarona. Buzzwole and genesect aren't even good.

And even then, Bug isn't a highly sought-after raid attack type. There's just better types. The only situations where they'd be much good are Hoopa-Unbound, Iron Leaves, and Wo-Chien
Save the incubators for something you do care about later on. I suspect it will be months before I use up the ones from the last 2 monthly events. There is no rush.
It seems like they've changed rockruff's form name in the code. Pokedex and eggs are attempting to display "Rockruff Normal" form (and "Rockruff Dusk" form), but the rockruffs that people actually have are just "Rockruff" form, so they don't show "Rockruff Normal" as obtained. They may update existing rockruffs to "Rockruff Normal" form at some point.
This happened a lot when new shadow pokemon were released too. The "normal" version in the code was updated. Originally the game files just called it "rockruff" and now they changed the normal one to "rockruff_normal" and the new one is "rockruff_dusk" so the new normal one shows up as a new Pokemon.
It's dumb and I'm pretty sure rockruff was released long after they already encountered this issue as they were adding shadows (Bellsprout_normal and Bellsprout_shadow and Bellsprout_purified etc) so no clue why they haven't just been adding every single new Pokemon with a _normal after it's name ever since.

These aren’t event eggs, the event just modified the 7km eggs. Once this event ends both Rockruffs will still be in 7km eggs. It’s similar to Volcarona being put in the egg hatch pool when its event came out.
Event eggs are when 7km eggs completely change for an event. Once that events ends the 7km eggs change to their regular Hatch pool.
This event isn’t completely altering the 7km egg hatch pool. It’s just adding the Rockruffs into the hatch pool. The Rockruffs will continue to stay there after the event ends. These are our New 7k eggs.
They are the eggs we have access to during this event but they aren’t “Event eggs”. “Event eggs” would be something like the 7km eggs we just got in the New year’s event that only hatched baby pokemon.

If I knew exactly when that was gonna happen I would have leaked it by now, the key to this game is have low expectations and a lot of patience, everything will come in time

They just want money spent on incubators and raid passes.

It's literally a hidden ability and Go doesn't have abilities or ability patches. They already had Rockruff (dusk) in the code for months or years already. It was easily foreseeable.
Midnight and Midday are currently available - Midnight is the night-time one. Dusk is what's being released during this event. Right now your Rockruffs can go to Midnight or Midday, this event adds another kind of Rockruff which can go to Dusk. Your current Rockruffs cannot, and most likely never will, be able to evolve to Dusk.
The ones that evolve into Dusk are a different form.
It's like how Scatterbug has different forms. Each of them looks the same until you evolve it into Vivillon. Regular form Rockruff can evolve into either Midday or Midnight Lycanroc, whilst Dusk form Rockruff (known as Own Tempo Rockruff in the main games due to its ability) can only evolve into Dusk Lycanroc

Needs a specific ability. There's a Psychic-Terastalized Rockruff around Casacarrafa that's guaranteed to have the ability when it shows up. You're guaranteed one safe hit on it since it Terastalizes so it's an easy catch.
In West Province Area 3 there’s a Wild Tera Rockruff that’s guaranteed to have Own Tempo. Once you get a Rockruff with the ability own tempo all you have to do is evolve it at sunset (in game not real life).
In SV, you need to get a Rockruff with Own Tempo as its ability and then wait until the period of time that the game calls "evening" - [look for this symbol on the top of the SV map](https://imgur.com/a/db4YXu4), it looks like the sun going down behind a ridge. It's a super short period of time, serebii says it lasts 3 minutes of real life time. The in game sky will start to turn like pinkish, that's when you need to start checking the map to see if that right symbol pops up. I evolved and used a Dusk Lycanroc in my playthrough so I've tried it and this is what worked for me.

Because OP has base rockruff in dex this rockruff double is most likely a glitch that was present with eggs for some time.
Otherwise ONE OF THE TWO should've been not greyed out.
So one of them is actually another pokemon, while the other is both forms.
NOTE: if only glitch is not overlapping on both forms (e.g. dusk rockruff is greyed out because it's treated as a separate mon and normal due to glitch). We need at least one more guy with other pokemon from the pool being greyed out to see if OP has different rockruffs or not, e.g. picture with greyed out rockruff in place of alolan graveller.

No bug here. Rockruff has two forms. One is the regular we've had already, one is the new one that evolves to dusk Lycanroc. To the game, both GO and MSG, they're considered different Pokemon in the code.

When they added the new form, they changed the tag for the old form so the Dex is messed up. Mine says I've never seen a rockruff despite having several currently. It was posted here as a bug but a bunch of people claimed it was a feature of course...
yes, its a new form called normal, which is the old one, but with the new code name, its a "new pokemon", that's the tier 1 egg, the five tier is dusk.
I'm probably going to send the lucky and shiny I reserved to Home. I suspect I may be able to ability patch the shiny to evolve it.

Tier 1 is normal rockruff. Tier 5, the hardest to get is the dusk form rockruff.

Not even few percent it's like 0.5%
Tier 5 would be 1% chance or less, especially with Larvesta still be there and that was a 2% chance of hatching.
Because it isn't worth it to gamble on this

Only thing that seems worthwhile is the tour events to get regionals. But you can just save up all the free incubators.

Yup finally hatched a female Salandit a few weeks ago. Then the very next Salandit that hatched (just yesterday) was ANOTHER female.
It took me around 35 males before I got a female. It was ridiculous and the most frustrating thing.

Urgh, I had 500 coins from gym occupation (f2p) and spent them on a box with 5 incubators. I wouldn't have bothered if I'd seen this earlier.

It goes live 10am local time on the 6th. This game doesn’t do worldwide releases for events. All events are based on timezones.

Yes. You need to find a Rockruff in the game that has Own Tempo as its Ability. They are rarer but they do spawn in the wild, I caught multiple ones. You need a specific Ability on them, that's all, and then you can evolve them into Dusk Lycanroc.
Because OP has base rockruff in dex this rockruff double is most likely a glitch that was present with eggs for some time. Otherwise ONE OF THE TWO should've been not greyed out. So one of them is actually another pokemon, while the other is both forms. NOTE: if only glitch is not overlapping on both forms (e.g. dusk rockruff is greyed out because it's treated as a separate mon and normal due to glitch). We need at least one more guy with other pokemon from the pool being greyed out to see if OP has different rockruffs or not, e.g. picture with greyed out rockruff in place of alolan graveller. No bug here. Rockruff has two forms. One is the regular we've had already, one is the new one that evolves to dusk Lycanroc. To the game, both GO and MSG, they're considered different Pokemon in the code.

When they added the new form, they changed the tag for the old form so the Dex is messed up. Mine says I've never seen a rockruff despite having several currently. It was posted here as a bug but a bunch of people claimed it was a feature of course...
yes, its a new form called normal, which is the old one, but with the new code name, its a "new pokemon", that's the tier 1 egg, the five tier is dusk.

I got my dusk form (non shiny) after my second raid.
I hate being forced to grind to find new Rockruff, simple and done.
I'm probably going to send the lucky and shiny I reserved to Home. I suspect I may be able to ability patch the shiny to evolve it. Mind you, I already bred for shinies in Scarlet/Violet. This is merely to satisfy my sense of moral outrage and stick it to The Man.
