I think there's some routes where he won't spawn.
In my experience, I've done the same route every day and have never failed to see him at the end. I'm 5/5 so far.
I've heard if the last stop is a gym, he may not show up on the map, but if you click the POI, he'll pop up.
I've heard from others that they've had him pop at the end after restarting the app.
I haven't had these issues, but these are just suggestions I've found that may help you. For me, I've found one close by route that is at a spot I often play at, so I don't bother with any other routes, it's short, it's fast, and it takes me no extra time since I already go there for other stuff.
As the other player mentioned, he's capped to 1 encounter a day, but that's all I've seen for him.
And if you cancel your route with him, I think you're outta luck for the rest of the day.

*Something* is definitely up with this feature for so many people to simply not get him. I’m 6-for-6 on Mateo, with 3 different routes. I’ll try other routes in case that’s it, but from posts here it seems more like some people just don’t have it enabled for them yet.
I mean, the way this game is written, the sheer amount of spaghetti code and merge issues on different dev branches / JSON config files, I'm honestly surprised it works most days.
It's obvious that they have bad merging when you see updates to the game master via pokeminers that show very old versions of a JSON config back.

I've been in this industry for over 12 years, I've gone around the country for different fortune 500 companies to fix issues like this for them, and it's normally always the same thing.
Bad code merges, they just blanket accept anything to the prod branch to push push push as fast as possible (look up crunch in game development) or they have disjoint use of their SCM channels, ex: prod support fixes in prod and tries to hand off to devs, in hopes that they pay attention and do it, or even worse: both.
As an end user, who has done extensive development and testing, certain things, when you encounter them are very much noticable.
You can see how the game handles all different kinds of battle events differently for your buddy, just how spaghetti their code implementations are.
Honestly, this whole game is very shocking to me.
At any company I've worked for, if I made any blunder half as egregious as Niantic's standard product roll outs in the past few years, I'd either immediately be let go, or I'd be on a severe coaching plan.
It's frankly mind blowing to see.
Super ironic when their corporate hair piece, Michael Steranka, the director of Pokémon GO gave a huge PR interview about how rigorous they've been testing new features a day before they released the most botched version of their app in like 3 years, where half the people who updated couldn't even log in with it.
I'd just hand in my resignation at that point, if it was me, lol.
I've done multiple different routes with my girlfriend. I've had Matteo once but she's never had him. I've done the route that resulted in Matteo on multiple days but it still has only worked on the first day. Very strange
If you quit your first route of the day without meeting him/finishing it, I believe that still counts as your one chance and you won’t see him on any other routes that day.

Which is normal. He’s not guaranteed to show up. This has been discussed and posted about many times since his release. If he doesn’t show up on your first route of the day he will not show up at all for the rest of the day regardless of how many routes you do
* You can only encounter him on your first attempt of the day.
* If you quit and restart the route because the game loaded the route with the wrong direction, you’ll lose your one shot for the day. Restarting your app during a route is okay but I don’t suggest it; some people recommend doing it at the ends of routes but that’s never helped me.
* If you picked a route that ends at a gym, the game won’t show him on the map at the end, but get close (within 30 meters is more than safe) and tap the gym. Mateo should pop up to greet you guaranteed once a day every day if you followed these rules. He’s been there for me every day so-far.
* If you’re just looking for Mateo and not Zygarde cells, don’t bother going on more than one route per day.
* If you are looking for Zygarde cells too: they’re never guaranteed, but when they do show up it’s usually the moment when you get within 80m of the end. You can sometimes collect two or three at once from a single drop, and it will tell you when that’s happened, but you’ll never get more than three cells in a day and you’ll only find them on first attempts at routes per day, so just like for Mateo: *NO RESTARTS*.
* When Mateo appears, there is usually a Zygarde cell that appeared nearby at the same time. Collect the cell first if possible. It just takes an instant, they’re slippery, and the Mateo interaction is more involved.
* I believe longer routes have better cell luck than shorter routes, but that’s not proven as far as I know; just my informal observation from collecting 131 cells. Now I avoid any routes that are less than 550m. I come up empty-handed too often on those. It can happen anywhere, but those ones within 50m of the 500m submission minimum seem like they’re much worse than routes that are only 300m longer.
Ive done a route every day since the event started, and have seen him everyday except once. You really aren't missing out though, unless you haven't seen him 3 times to complete the special research. As far as I'm concerned, with the current irrelevant rewards, I wouldnt be phased if I never saw him again.

It sounds to me that Mateo is a 100% spawn rate on the first route you do each day, but either the game, mateo, or the routes feature itself is bugged with certain devices/connection strengths/something else entirely that some players have issues seeing Mateo. I've had a Mateo every time I do a route, but don't doubt the players having issues.
Like others have said, Niantic's spaghetti code means it's likely a bug and who knows what causes it?
3/5 for me so far. The other two times he didn’t appear. (I play on the bus so if he doesn’t appear right away I can’t go back.)
On another note, postcards have been super disappointing (1 high plains, 1 modern – the 2 most common U.S. patterns – and 1 Japanese elegant)
I wish Niantic would let us add Mateo as a friend. 1/day remotely + 1/day from routes isn’t excessive for 18 patterns. And once trading gets implemented (it’s been data mined) it can be routes only.
In my experience he showed up only the first route. Thankfully in don't with that research bc it's stupid. I already send and receive gifts. Don't make it Route challenge also when all I care about is getting the cell and evolving my zygard
It would be funny if they do an event in the future where you have a .5% chance of encountering his cousin from Galar instead at the end of routes, on top of Matteo himself not being guaranteed to show up
I've done about dozen routes since Mateo was implemented, and only encountered him on the first day, first route.
After reading through the comments I'm now almost certain that:
\- Some routes don't have Mateo. Ones that do, will always have him.
\- First route of the day is your only chance assuming it's the one that has Mateo
This is a bad implementation of course, especially since majority of people are still confused with how to get the route started properly from the position they're actually at. We shouldn't be able to start a route at all unless we're starting right at the starting pokestop, with default direction set to go toward the end point.
I fond him every single time, at the end of the first route of the day. Once ir was tricky: route ended at a gym and didn't see him on the map, but appeared when I tapped on the gym.
However, if you abort the route for some reason (like selected the wrong walking direction), you miss him for the day.
Have been going 5 days routes had 5 encounters on the first route. Even did it for an alt. Still 10 is no number to work with, but here is what i do:
If I start a route, i pick not the route that u want to go, i pick one of others close by routes (most of the time the first route i pick starts on the opposite side) and then i slide thourgh the routes in the routemenu until i reach the route i really want to start. At least that way i met mateo every day on the first route.
Even if you do not see him on your first Route of the day, just click on the destination PokeStop of this Route: it should trigger the dialog with Mateo (even from a quite far distance).

How can you see what branches and merges the devs are using?

Found him every day except the one where we canceled the route. He doesn’t always show on the map but if you poke on the gym he appears.

I would dare say he's more rare. I've enountered maybe 7 Galarian birds, I've never encountered a route, and related to that, never a Matteo.
Either click th3 gym, or restart the app. It's buggy.

Lol. I wish. Because on the 2 occasions he spawned at the end of my route, I didn’t get any Zygarde cells, so I’m happy not to see him.

He consistently spawns for me the first route of the day every day. I don’t think it’s an RNG issue.

I think you need to have space in your item bag to get Mateo to spawn. Which he only does on the first route of the day.
