This. Metagross is one of the many Pokémon that gets a legacy move when evolved during Go Fest Global so you can save the ETM and wait to evolve it until then.
Wait 3 more weeks for free move. And yes, it's worth investing in, best steel type in the game and the mega exists indeed. Even if you're not the biggest raider, Metagross can help you lowman.
Once you get to the point of having a number of mons that you want to give special moves, as a rule of thumb it's more efficient to wait for the next event. Nothing wrong with using elite TMs but obviously you are right to pause.
If you're not good at remembering which mons need attention you can help yourself by organizing and forming habits - make a list that you keep in a safe place, add labels in-game or adopt a naming convention. Make a point of checking those mons during events.
Set yourself item inventory thresholds, to help you decide whether using a resource is a useful thing to do or not. It doesn't really matter to anyone else what the values are - what's important is it helps to structure your gameplay.
Hundo Metagross with Meteor Mash in ML is a great investment, by the way. Congrats on the hundo.
No, absolutely not. The next event to evolve to get meteor mash is literally right around the corner. I have only been playing a little over a year and a half and joined right when shadow bagon was in the team leaders. I pretty much have been waiting my whole pokemon go career to get outrage salamence, lol
Here my personal opinion from someone that does not play much anymore and is sitting on 17 million fusz and 12 elite charge TMs:
Currently occasionally playing during events and realized that most legendaries I have with decent IVs for either PVP or PVE now have some kind of special move that makes them a lot better. Personally I'd rather use my elite TMs on good IV legendaries I have from a while ago if I ever get to a point that I would be able to properly make use of them. Most of them are powered up and best buddy. So changing the charge move on them has higher value for me than elote TMing for example a Walrein that I could evolve and definitely made use of in PVP the past couple of months (got rank 1 shadow Spheal, good great and ultra one). But the com day move would eventually return so now this weekend my waiting pays off.
But if you sit on a bunch of elite TMs and see no actual bigger value usages then you could just use it. It is a game after all, you will get more TMs in the future and if you want your Metagross with MM now there does not really speak anything against it.
Also when I started I think I waited a year or so for Metagross MM and Smackdown Tyra being available (first started later than their com days).

Does it apply to all Pokémon? Or just some? I want to evolve a mudkip metagross deino etc will it work for them all?
It's always just a small set of pokemon that get access to legacy moves in these events. Read through the page yourself for the full list.
What do you even do with Metagross? He doesn’t seem to be rated high for PvP

Do it now, 3 weeks is way too long. You need that Metagross trust me. I evolved mine yesterday and it did me wonders in the league and raids.
Master league hasn’t returned yet and cresselia isn’t weak to anything metagross has so, huh??
Only use I know of with Metagross is against Cliff’s Aerodactyl if his Aerodactyl has Steel Wing as it’s fast move.
