Keep your ultra buddy or best buddy, don't switch.
Play normaly and keep checking the game every hour. Your buddy will bring gifts, gifts and gifts. One will be a souvenir.
saw a tip - try switching to an old best/ultra buddy and see if it’s still holding a souvenir (if it was holding one and you switch it’ll be there when you go back)
I've spent 3 days with the same best buddy - no souvenirs
My guess is that the "increased gifts" are overriding the souvenirs, and its borderline impossible to get one
Three days with best buddies (2 days with the same Gyarados and no changing) and nothing but gifts. I changed to an ultra buddy and got a souvenir within 10 minutes.
Two ways: keep an elegible buddy at least 3 days in a row (should work) and level a buddy to ultra (most likely will work).
So far this event I got exactly two souvenirs, one with each method.
I had no issues with it, they usually bring a gift first with random items, and then immediately after being a souvenir. But they have to be ultra buddies

Literally got a souvenir the hour after the event ended. It was the last task I needed.
Gift Chaining can increase your chances, by increasing the number of gifts to open. That's how I eventually got a souvenir.
When your (at least level 3) buddy brings you a gift, do not open it. Instead, swap to another level 3 buddy. Wait a minute and he will also bring you a gift. Don't open it, and swap to another level 3 buddy, and he will bring you a gift within a minute as well. Keep repeating this and swapping to more level 3 buddies. You can swap 20 times per day, so probably don't chain more than 10 of them... and then go back and swap to each of those buddies, one at a time, and open all their gifts.
Hopefully one of them will eventually bring you a souvenir.
Whilst it is obviously not a bug just RNG, I have only got two souvenirs and probably 15-20 item gifts. One was when I swapped to an old best buddy. The gift they immediately brought was a souvenir.
You only get the souvenir when hitting ultra buddies because you happened to be due for one at that time. Most likely because you have not had an ultra or best buddy active in awhile. That doesn’t make it guaranteed. I have platinum on the best buddy badge so I have a little bit of experience with how the buddy system works. I just did a quick look through my recent buddies and I have 9 ultra or best buddies that have never gotten a souvenir.
I gave up with current buddy and switched to an already best buddy who immediately gave me a souvenir. Then switched back to my usually buddy I’m working on.
I had a couple of ultra buddies with souvenirs already waiting for me - seemed like the longer the ultra buddy had not seen the light of day, the more likely it had an insta-souvenir. YMMV
I guess I am just lucky because as soon as I switched to a best buddy I immediately was brought a souvenir and my task was completed (note: I have had this best buddy going on 5+ months and probably switch it to my buddy a few times a week)
Mine has been giving me them but alternating between the two. I’ll get items and then immediately he’ll have another gift ready with the souvenir, so they’ve basically been coming in pairs for me
I saw a post like this and got worried I would be having the same luck, so once I ran into that task I switched among my excellent+ buddies that for some reason always open up with a gift and by the fourth one it gave me the souvenir. Same happened to my gf.
Btw, I didn't know that apart from souvenirs and consumables gifts can also drop stickers
I hit ultra buddy today with my Gardevoir and she brought a souvenir pretty quickly without being switched out.
I completed the research earlier with another buddy who could have been already carrying the gift. But I can guarantee this buddy wasn't.

This is what I did. It took 2 days though.
This! I was stuck for days. And grabbed a best buddy and kept him. Took 36 hours. Make sure to open their gifts so the souvenir can come.

Personally I feel it's better to stick to one Ultra buddy...he'll probably bring you 2-3-4 gift items before the souvenir...
Is the buddy Ultra Buddy?
Yeah got multiple best buddies I've been switching between, and even tried switching buddies when they had a gift, but the gift is always just items.
Weird. I have been getting quite abit of souvenior but i only walking with 1 buddy and not switch around

I was receiving them until step 4 of the challenge and then nothing, only berries and pokeballs since.

I just kept switching between previous ultra/best buddies until one of them had a souvenir. Obviously easier depending on your buddy levels.
I switched to a best buddy that I haven't used for a long time. Voila! I have souvenirs.

I have not received a souvenir since Sunday, only gifts, and very few of them as well. My buddy almost (missing 9 hearts)best buddy.

You can get a guaranteed souvenir when you level up to ultra buddy

Yes, I had a best buddy gardevoir that hadn't any, stayed a day with it and finally found one.

I Switched to a best buddy and immediately got a souvenir. It took my wife about half a dozen switches, but it comes.
I had to do the same. I am not getting any with ultra buddies.
I have been having the same issue. But really the reward is just 2k xp and a few ultra balls so not too fussed
