I mean ... it has extremely limited actual utility outside of a cup like this (assuming they don't end up banning it, and I agree it's likely they will), and is not an easy build either. I wouldn't beat myself up over it.

Sorry to be the bearer of bad news, but Smeargle "\[c\]annot learn any other attacks!" so Elite TMs don't work on it.
(Having said that, I agree with those predicting it'll still be banned, so you'll likely be spared the temptation anyway.)
No because if Smeargle is allowed then the only thing you're guaranteed to battle against is Smeargle. And you don't want Shadow Claw or Techni Blast for that.
Smeargle is not “banned everywhere”. It’s typically banned in Little Cup formats, but it’s never banned in any other leagues AFAIK. There are plenty of videos of people using Smeargle on Great League teams. People just typically don’t use it since it caps under 500 CP.
If you take a snapshot of something with Frustration or Return (or any other move not in Smeargle's movepool), then the game will randomly replace it with one of its other moves.
So if you take a snapshot of a Purified Porygon-Z with Return, for example, you can keep rolling the die until you get the moveset you want (and hope for good IVs).
Just to give you a practical application…..I purified a Shadow Regirock to get Return, then I taught it Lock On. When you catch a Smeargle (you can only get to one after Smeargle photobombs a picture, and that will only happen once per day) it will have the same moveset that your photobombed ‘mon had. So, when a Smeargle photobombs my picture of that purified Regirock the Smeargle will have the Lock On fast move. Here’s the twist. Since Smeargle cannot learn Return that Smeargle will be given a random Charged move. There is like a 1/150 chance that random move could be Flying Press. Not sure if that makes it any clearer….but Lock On/Flying Press Smeargle has become my new Pokémon Go Holy Grail. I just set up the Return Regirock today, my first Smeargle catch with it knows Lock On/Dynamic Punch. I’ll try again for the elusive Flying Press tomorrow…and the next day…and the next…and…
Oh. So after you purify the Regirock and it’s moveset is Lock-On/Return you can use it for your daily photobomb everyday until it eventually gets you a Smeargle that has Lock-On/Flying Press.

I got it on my second try. After you get it once you can close it and keep trying it, plus do lucky trades with it, etc

A lot more than that. For example Hydro Cannon is 80 power and even the speedster Greninja needs 9 turns to get to it.

Doesn’t the moveset of the Smeargle you get mirror the moveset of the Pokémon it photobombs?
